Update on Projects

Cleaning Up the High Street

We had gone through a thorough bid process which involved 4 companies. From the Board Meeting, it was decided to enter due diligence with a local based company called PCS who are based on Anglesey. We had planned for the work to be done towards the end of April but this is suspended due to COVID-19. We are hoping for a planned date to start late May 2020 subject to Council street planning agreements.

Greening of High Street

All the hanging baskets which were present last year have been collected and taken to the nursery to be replanted. The date for return was set for end of May and then to be placed.

Decisions was also made around a number of planters that would be placed in parts of the High Street. A design was proposed and agreed. We also discussed the possibility of window baskets in high impact areas, as these would be easier to set up than hanging baskets. We identified areas around Lloyds Bank and HSBC Bank for these baskets.

Unfortunately, due to COVID-19 there may be a delay of up to 4weeks on proposed dates for this project to be completed.

High Street Wi-Fi

Three companies were asked to go through a bid process. From this, the Board chose Pinacl, a North Wales based company to enter due diligence to become preferred supplier. Currently they are scoping and working with the BID Manager and Gwynedd County Council (GCC) to deliver this project.

Events

Unfortunately, all events that have been scheduled over the next 8 weeks are currently on hold in accordance to COVID-19 restrictions in place. All events will be reviewed end of May.

Business Support Available

Business Rates


The Welsh Government has stated that all retail, leisure and hospitality businesses will receive 100% non-domestic business rate relief in 2020-21, regardless of their rateable value.

This is in addition to the existing Small Business Rate Relief scheme in Wales, where eligible business premises with a rateable value of up to £ 6,000 receive 100% relief.

Those with a rateable value between £6,001 and £12,000 will receive relief at a rate of 100% to zero.

Welsh Government Business Support Grants and Loans

The Welsh Government has announced a support package for certain businesses listed on the business rates register.

A grant of £25,000 will be offered for businesses in the retail, leisure and hospitality sectors with a rateable value of between £12,001 and £51,000.

The Welsh Government package also provides a £10,000 grant to all businesses with a rateable value of £12,000 or less and which are eligible for Small Business Rates Relief.

Payment will be made by BACS system, so you must provide your bank details. As soon as GCC have processed your return, subject to eligibility criteria being met, GCC will be making an immediate award to you.

Once you have sent the form, GCC appreciate your patience and ask you not to follow-up by phone. GCC very much appreciate the major challenges businesses are facing, and their staff will make every effort to get your payments to you as soon as possible.

For those NOT eligible to receive the grant:

If you are not the premises' eligible business ratepayer, or you know of any reasons why you do not qualify for the grant, it is your duty to advise GCC as soon as possible so that they will halt the grant payment. It is an offence to receive and keep this grant if you are not eligible.

Economic Resilience Fund

On 30 March, Welsh Government announced that they would be offering Business grants and loans in addition to the grants noted above. For further details please see:

The Coronavirus Business Interruption Loan Scheme

Open for applications and supports a wide range of business finance products, including term loans, overdrafts, invoice finance and asset finance facilities and can provide facilities of up to £ 5 million for smaller businesses across the UK facing loss or deferral of revenue, leading to cash flow disruptions.

Coronavirus Job Retention Scheme

You must change your employee status to "furloughed", and upload your employee details to a new portal created by HMRC. HMRC will then reimburse 80% of your employees' pay costs, up to £ 2,500 a month

Deferred VAT Payments

VAT (Value Added Tax) payments will be deferred for 3 months.

Businesses that Pay Statutory Sick Pay to their Employees

Available to businesses with up to 250 employees, to repay up to 2 weeks statutory sick pay to all eligible employees who have been off work due to Covid-19.

Self Employed

The Chancellor has announced that those self-employed people who earn at least half of their income from self-employment, and have an operating profit of up to £50,000 will receive a taxable grant worth 80% of their average monthly profits over the last three years, up to £2,500 a month, for three months initially.

Eligible people will be contacted by HMRC once a system is in place. Payments are not likely to be made until June, when a lump sum payment of three months’ average profit will be made.

HM Revenue & Customs has set up a helpline to support businesses and self-employed people who are worried about being able to pay their tax due to Coronavirus (COVID-19). For more information, visit the GOV.UK website

The Chancellor has already announced the next income tax payment (Self-Assessment) will be deferred until January, and that changes have been made to Employment and Support Allowance so that self-employed people can access payments equivalent to Statutory Sick Pay.

The minimum income to claim Universal Credit has also been relaxed.

Diweddariad ar y Prosiectau

Glanhau’r Stryd Fawr

Rydym wedi bod drwy broses bidio drylwyr oedd yn cynnwys 4 cwmni. Penderfynwyd, yng Nghyfarfod y Bwrdd, i ddechrau diwydrwydd dyladwy gyda chwmni lleol o’r enw PCS sydd wedi’i leoli yn Ynys Môn. Roeddem wedi cynllunio i’r gwaith ddechrau tua diwedd mis Ebrill ond mae hyn wedi’i atal oherwydd COVID-19. Rydym yn gobeithio cael dyddiad cychwyn tua diwedd mis Mai 2020, yn amodol ar gytundebau cynllunio stryd y Cyngor.

Gwyrddio’r Stryd Fawr

Mae’r holl fasgedi hongian oedd yn bresennol y llynedd wedi’u casglu a’u cludo i’r feithrinfa i’w hail-blannu. Roedd y dyddiad dychwelyd wedi’i drefnu ar gyfer diwedd mis Mai ac iddynt gael eu gosod wedi hynny.

Gwnaethpwyd benderfyniadau hefyd ynghylch nifer o flychau plannu fyddai’n cael eu lleoli mewn gwahanol fannau ar y Stryd Fawr. Roedd cynllun wedi’i gynnig a’i gytuno. Roeddem hefyd wedi trafod y posibilrwydd o fasgedi ffenestr mewn ardaloedd o effaith uchel, gan y byddai’n haws i’w gosod na basgedi hongian. Roeddem wedi clustnodi ardaloedd o gwmpas Banc Lloyds a Banc HSBC ar gyfer y basgedi hyn.

Yn anffodus, oherwydd COVID-19, efallai y bydd oediad o hyd at 4 wythnos ar y dyddiadau arfaethedig ar gyfer cwblhau’r prosiect yma.

Wi-Fi i’r Stryd Fawr

Gofynnwyd i dri cwmni gymryd rhan yn y broses bidio. Fel canlyniad, dewis y Bwrdd oedd Pinacl, cwmni wedi’i leoli yng Ngogledd Cymru, i ddechrau diwydrwydd dyladwy, i fod y cyflenwr o ddewis. Ar hyn o bryd, maent yn ymchwilio i’r mater ac yn gweithio gyda Rheolwr yr AGB a Chyngor Sir Gwynedd (CSG) i gyflenwi’r prosiect hwn.

Digwyddiadau

Yn anffodus, mae’r holl ddigwyddiadau oedd wedi’u trefnu ar gyfer yr 8 wythnos nesaf wedi eu gohirio yn unol â’r cyfyngiadau COVID-19 sydd mewn grym. Adolygir yr holl ddigwyddiadau tua diwedd mis Mai.

Cefnogaeth sydd ar gael i Fusnesau

Ardrethi Busnes

Mae Llywodraeth Cymru wedi datgan y bydd pob busnes manwerthu, hamdden a lletygarwch yn derbyn rhyddhad ardreth annomestig o 100% yn 2020-21, beth bynnag yw eu gwerth ardrethol (rateable value).

Mae hyn yn ychwanegol i’r cynllun Rhyddhad Ardrethi Busnesau Bach yng Ngyhymru, ble mae eiddo busnes cymwys sydd â gwerth ardrethol hyd at £6,000 yn derbyn rhyddhad o 100%.

Bydd y rhai hynny gyda gwerth ardrethol rhwng £6,001 a £12,000 yn derbyn rhyddhad ar raddfa a fydd yn gostwng o 100% i sero.
Grantiau a Benthyciadau Cefnogi Busnes Llywodraeth Cymru

Mae Llywodraeth Cymru wedi cyhoeddi pecyn i gefnogi busnesau penodol sydd wedi’u rhestru ar y gofrestr ardreth busnes.

Bydd grant o £25,000 yn cael ei gynnig i fusnesau yn y sectorau manwerthu, hamdden a lletygarwch sydd â gwerth ardrethol rhwng £12,001 a £51,000.

Mae’r pecyn gan Lywodraeth Cymru hefyd yn darparu grant o £10,000 i’r holl fusnesau sydd â gwerth ardrethol o £12,000 neu lai sy’n gymwys ar gyfer Rhyddhad Ardreth Busnesau Bach.

Gwneir y taliad drwy’r system BACS, felly mae’n rhaid i chi roi eich manylion banc. Cyn gynted ag y bydd CSG yn prosesu eich ffurflen gais, yn amodol ar gyfarfod y meini prawf i gymhwyso, bydd CSG yn gwneud taliad i chi ar unwaith.
